Features Coldkey- and IP-constrained miner selection. Across the first eight mainnet rounds, only 36 of 80 selected miners earned nonzero scores, while clusters of UIDs sharing coldkeys and Axon infrastructure repeatedly consumed selection capacity. Selection now tracks history by hotkey, limits each coldkey to one seat, filters nearby Axon IPs, temporarily cools down zero scorers, and lets miners with one positive evaluation enter weighted performance draws. New miners need a first evaluation, but allowing every fresh UID to claim newcomer priority made that path easy to farm.
