chore(validator): pin oro-env-runtime 3.3.0 (runtime contract 2) Pin oro-env-runtime 3.3.0 in the validator and local-test groups; the image smoke check and the local CLI test expect 3.3.0. The lock is regenerated once 3.3.0 is on PyPI. The compat test fixture words every stock line its situations need (3.3.0 takes the shopper's stock lines from the task). The bundled local-test pack test also checks the delivery's runtime contract, so a contract-1 pack fails here rather than at load. Miner guide: how a task with no fitting listing ends (abstain).
