v0.5.5 — publish the round podium to a HuggingFace archive repo

Adds publish_round_podium: at finalize, the round's top 3 submissions by this cycle's score are uploaded to a separate HF archive repo, one folder per cycle with a sha256 manifest. Off unless hf.archive_repo is set, so this release changes nothing for operators who do not configure it. Also removes the never-enabled archive_top_miner_submissions local-archive path and its config (archive_submissions, miner_submission_archive_*). Those keys are ignored on load and dropped from the YAML at startup; no operator action is required. Soaked for 11 cycles on the L40 tester, including 9 successful baseline publishes through the modified upload path.
