v0.3.0: Minos 🧬 — Difficulty-weighted scoring (v2), round verification, config commitments

About SN107 Minos

Highlights Difficulty-weighted scoring (v2). Core F1 is weighted by variant-class difficulty rather than by truth count, so a round's score reflects performance across SNP and indel classes instead of the most numerous one. The active version is published as scoring_version in GET /scoring/network-config. v1 remains available and is pinned to the deployed formula; the two are different scales and are not comparable. Round verification. Once a round's submission window closes, the round-selection record, the committed file hashes, and the released round files are all publicly retrievable. docs/verification.md documents the endpoints and fields, and check_round.sh fetches the latest revealed round, downloads its files, and checks them against the published SHA-256 digests. Config commitments. A miner can publish a commitment to the configuration it is about to submit and open it later from its local ledger. Submission metering. Optional paid resubmission, disabled by default: it requires both network support and an explicit local opt-in, and every spending limit is enforced on the miner's own machine. Bittensor SDK compatibility layer. bittensor==10.3.1 is pinned and capability-checked at import, so an unsupported SDK is reported at startup with an actionable message. Submit-only mode. --submit-only, or MINOS_SUBMIT_ONLY=1, submits caller parameters without downloading the round BAM or running the caller locally, and needs no Docker.
