Republishes validator_baseline_loss and validator_baseline_loss_by_round from the background eval path. The gauges lost their only writer when foreground evaluation was removed in v0.5.3, zeroing the dashboard's delta_loss. Scoring and chain weights are unaffected; this is observability only.
