About SN7 Allways
Lower miner burn to 25% BURN_RATE 0.90 -> 0.25 so MINER_POOL_SHARE goes from 10% to 75% of each round. Miners have not shown up for a 10% pool; widen it while the validator product and routing miner come online. Pools still sum to MINER_POOL_SHARE, so every derived test passes unchanged. Set burn to 0% and bump to 3.3.1 BURN_RATE 0.90 -> 0.0: the full round goes to the miner pool. Patch bump so the neuron image carries the new scoring constant.
