v0.1.3: Minos 🧬 Validator Consistency & Weight Submission Fixes

About SN107 Minos

Summary Minos Subnet v0.1.3 improves validator scoring consistency and fixes a weight-submission issues. What's Changed Improved validator scoring consistency with round-pinned canonical ranking support for close EMA winner ties. Added finalization-aware backfill and canonical-score fetching so validators wait for late scores before computing weights. Scoped canonical tiebreaking to close rounds only, preserving local EMA rankings when there is a clear winner. Fixed canonical tolerance boundary handling. Fixed weight submission by ranking only current chain-eligible miner recipients. Excluded stale, deregistered, validator, and burn UID hotkeys from miner winner/dust selection. Expanded weight-tracking tests for canonical tiebreaks, tolerance boundaries, eligibility, and dust redistribution. Upgrade Notes Validators should upgrade to v0.1.3 and restart their validator process. This release is especially important for validators affected by skipped set_weights submissions due to weight vectors not summing to 1.0. Commits Included 6f62d0e feat: improve validator scoring consistency 9c5b450 fix: handle canonical tolerance boundary 6c30094 fix: scope canonical tiebreak to close rounds 3f224a6 fix: rank only chain-eligible weight recipients
