v0.1.3 - Validator ingress and rental reliability

This release improves validator reliability, rental recovery, scoring eligibility, rental networking, and auto-update behavior. Changes Prevent validator ingress stalls by moving blocking registry writes off request paths. Preserve canary rental state after validator restarts. Rehydrate active rental state more safely after validator restart. Require enough proof samples before an executor can score or enter public rental inventory. Count only currently stake-eligible executor capacity toward a miner coldkey's required alpha stake. Expose the configured rental TCP port range to newly created renter containers. Enable miner auto-update by default for new setup-script installs. Retry deferred auto-update restarts if the process becomes busy after install. Upgrade Notes Miner version: 0.1.3 Validator version: 0.1.3 Spec version: 0.1.3 Validators with auto-update enabled on a clean checkout should update automatically. Miners with auto-update enabled also update automatically. If a miner is currently rented, do not force an update: the miner defers while rented or proof-busy and updates after the rental ends.
